Adds configuration options to suprsync agents to echo DB commands, and increase pool and overflow limits.

Motivation and Context

This is to try to fix #734.

How Has This Been Tested?

This is currently running on SATP2. I don't know yet whether it will actually help with the crashes, but I think its not a bad idea for these options to be merged anyway.
