Bump ocs base image to v0.11.1

Motivation and Context

I'd like to make a release of socs that has the changes from v0.11.1 before moving forward with the Dockerfile rework from simonsobs/ocs#397.

How Has This Been Tested?

Builds and tests run locally, will also see that in the CI.
