Add docker updates to dependabot and set reviewers

Description

This'll enable automatic updates of the ocs base image in the Dockerfile for socs. I also added myself as reviewer to these dependabot PRs.

Motivation and Context

ocs v0.10.3 released the other day, just automating the update process.

How Has This Been Tested?

Hasn't been tested yet, but I use this on other repos already too.

Types of changes

• Breaking change (fix or feature that would cause existing functionality to not work as expected)
