NEW Add gauge release and dispatching gha-auto-tag.

This allows for a dispatchable patch tagging workflow, which means we can remove the need for contents:write in the main ci.yml.

Issue

• Error when using workflow: ”The nested job 'genmatrix' is requesting 'pull-requests: read'“ gha-ci#137

Checked this works as expected in a workflow identical to the one being added in the following scenarios:

• latest_local_sha isn't latest commit on that branch
• sha is latest commit but not on minor branch
• on minor branch but no patch tags
• has tag on that branch but nothing to release
• has stuff to release which made https://github.com/GuySartorelli/issue-template-playground/releases/tag/1.0.1 (note I wasn't using PRs which is why there's no specific changes noted in the description)
