We'll see if I can get anywhere with actions/runner-images#9033 first - sounds like if we can get sqlite updated in the canonical apt repository that'll pull through to GitHub Actions so I'll see if that can be done before we look at effectively working around it here.

basically, things get only updated if there was a severe flaw in the package, otherwise you have to update the os itself
it's very unlikely they will do anything to update sqlite in jammy itself since it's already updated in the new releases of ubuntu
