Update OAuth callback keys for prod

I've moved oauth keys under a new google console project, it has keys for local and staging testing. I'd like to migrate our prod keys to this new project but there are implications:

• create new key pair
• verify domain in search console
• update oauth consent form
• update prod env (will this force oauth users already authenticated to have to log in again? If so, do we need a comm plan?)
• have the old project in google console deleted once we're confident the new keys are being used
