bug: siteadmin error for non-existent LD API service

When I now view the site admin page, I see the following non-blocking exception:

This exception has very likely been happening for a very long time, however recently in 7dcd3b9 I removed code that was swallowing this and probably many other errors. So now we see the error.

The resolution in my opinion is to disable these two tabs in site admin as the LD API won't exist for a number of months
