Some projects have reversals in the IReversalIndexRepository that do not have an associated DictionaryConfigurationModel. Changed GetReversalConfigurationModel() so that it returns null if there is not a DictionaryConfigurationModel for the ws. Change-Id: Iede494bbf63ac23b5362e26c595d17da66d1996e
