This PR restructures the entire codebase into a workspace-oriented structure.
It allows us to add additional crates that can function outside of the main anchor client. We are anticipating extra sub-command tooling for handling SSV keys and shards.
It allows us to partition code into sub-crates throughout the codebase making the code more modular.
