First work to add support for Windows 32-bit (Windows arm64 can also run 32-bit apps). Related to #3745 and #1636
zkgroup(created a PR for this: Add cross-compilation for x86 and arm64 targets (including Apple Silicon) zkgroup#7).nodefile forringrtc(PR in the making, but I'm running into compiler errors, should be fixed when one of the dependencies releases a new version, more details at Add Electron multi-arch/cross-compilation support ringrtc#12)
