Animated webp won't play.

Using a supported version?

• I have searched searched open and closed issues for duplicates.
• I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.

Overall summary

If I send someone an animated webp, it will be converted to a jpeg composed of the first frame and therefore won't play.

Based on some other issues I am assuming webp used to work in signal-desktop.

Steps to reproduce

1. Obtain any animated webp
2. Try to send it to someone on signal-desktop

Expected result

Animated webp plays in signal

Actual result

Animated webp is converted to a static jpeg.
