Dialog scroll area is too short after rotating to landscape

Bug description

Trigger the phone number confirmation dialog, then rotate the device to landscape. The scrollable area collapses to approximately one line of text in height, making the dialog content difficult to read. The dialog should provide enough vertical space to display and scroll its content normally.
