No license in repo

I assume that this is intended to be free to use and modifyas it is on Github but from a quick look I couldn't see any license grant so I'm not sure that I can use it.

What I would like to do is to modify it to create a command line version that just generates a SVG image from the current state of a repo. Do you have any guidance how to do that or should I just dive into the code when the license added?
