Publish @shutter-network/concorde to npm #3

The examples depend on @shutter-network/concorde from npm, but the package is not published. Consequently, npm install fails in every example, as do the example installation steps in CI.

Publishing the initial package version would allow the examples and CI to install Concorde normally. Until then, the workaround is to build a tarball with npm pack and install from that file.
