Adds ability to call show_snapshot_dlg via the App instance. Adds public app method to show snapshot history dialog.

Adds can_snapshot App method.
Adds ability to call show_snapshot_dlg via the App instance.
Adds public app method to show snapshot history dialog.
These can be used by other apps to glean some info.
