We just ran into this. Disappointing it's been ignored for so long!

I believe this is the intended behavior. From the docs Creates a new Step object with options, and returns the Tour object for convenient chaining when creating multiple steps. Perhaps returning the step is more helpful than being able to chain though.

The docs were actually contradicting, so I fixed them, and returned the step. Sorry for the delay!
