Request: no autostart Pocsag

At the moment Pocsag autostarts and generates a pocsag.txt file because that's default (selected).
Later on this zerobyte file must be deleted.
Two methods to circumvent this:

1. disable automatic generation of pocsag.txt (no ✅)
2. add a START-button, which gives the opportunity to disable generation of pocsag.txt
