reactrails.com is not properly reflecting live updates via action cable

I tried in two windows, and I the update don't work at reactrails.com.

The updates do work locally the last time I tried.

Possibly there is an issue with the configuration of ActionCable in regards to a heroku deployment.

Probably need to implement steps 3 and 4.

The variable from the ENV is REDIS_URL. We can set that in production.
