Resolution disappear if network intermittent

Select a resolution (818 maybe), then Press F12 open chrome dev tool, go to network tab and select Offline, wait about 20s, now check resolution on player, it all gone (see image below).

What did you expect to happen?
Resolution still there.

Resolution disappear.

Confirmed. I think this has to do with a feature that was added to restrict tracks when requests start to fail. (PR #4189)

This issue affects all v4.1 and v4.2 releases.
