Switch from GKE workload metrics to Managed Service for Prometheus

Summary:
GKE workload metrics are deprecated and don't quite work anyway.
Switch to Managed Service for Prometheus which is the GKE recommended replacement.

Test Plan: Apply the configs to our clusters.
