Bug after first install

Describe the Bug

After first install no Welcome Dialog did pop up. And commands where not registered (see screenshot). I closed VSCode and extension seems to work after restart. Maybe Welcome Dialog is blocking and the registration of the commands did not happen.

Steps To Reproduce

1. Install extension on a new setup
2. do not use Welcome Dialog (did not show up)
3. try using commands per command palette
