Dedicated servers for benchmarking

Servo has had automated benchmarking on Bencher for several months now, but currently we use GitHub-hosted runners for this, and their performance varies in many ways that we can’t control for.

We would like to request 92 EUR/month to set up two small Hetzner AX42 servers for benchmarking builds. Each server will be configured similarly to our other build servers, but they will only be used for one benchmarking build at a time, taking advantage of the techniques we’ve developed for accurate measurement.

If there are no objections in one week, we’ll start setting them up :)
