[New software proposal] Shell scripts to update NPM and PIP packages, Node.JS version

I've developed a set of 3 Bash shell scripts to upgrade installed NPM and PIP packages easily, and the system's global Node.JS version, installed by NVM, to the latest versions.
You can find the tools and complete descriptions in my repo
I think that you could add them to Development, System, Utilities sections, but feel free to decide which sections are appropriate.
