no E-Mail for Verification

- Webserver: Apache v. 2.4.0
- Database backend: SQLlite

**Describe the bug**
I cannot upload files larger than 1gb. Then the timeout error occurs

Steps to reproduce the behavior.
1. Create a new Account

**Expected behavior**
The person who creates the account will receive a confirmation e-mail
