Add scripts used in survey and conference paper

The pull request revolves around Rutgers dataset. It brings the following changes:

• it introduces minor changes to existing transform.py script for Rutgers dataset
• it adds python scripts to reproduce results presented in the LQE survey paper,
• it adds Jupyter notebooks, which present a summary of Rutgers dataset and comparison of linear and non-linear models.
