Create mypy stubs for this library

I cannot seem to find anything online. Would be really useful to have type checking for this library, for the usual reasons.

We currently do not have mypy stubs, but thanks for bringing this to our attention!

This issue has been added to our internal backlog to be prioritized. Pull requests and +1s on the issue summary will help it move up the backlog.

Instead of sutb files, what would it take to drop older python version support (like 2.x), and provide inline type hints? This is directional where the language is growing.
