Consider adding Country, which is different from CountryGovernment

A country has a government. The government could be disbanded and a new government created without changing the identity of a country. Also, as Dan points out, it's a concept used by many of our clients.

A few observations:

1. SubCountryGovernment is defined as governing some GeoRegion. Should CountryGovernment also include this condition?
2. According to the proposed model the Amazon River Basin, which includes areas of 8 countries, is a governed geo-region. If that's not the intent, an alternative is to say a GovernedGeoRegion is the region governed by a government instead of a region governed by a government. Whatever the intent, provide clarifying examples.
3. According to the proposed model, New England is a GeopoliticalEntity, with the federal government as its government. As above, change a region to the region if a different meaning is intended.
4. I'm not entirely sure an Enterprise cares about sovereignty. At any given location, their business may be affected by every level of government.
5. Object properties need to be defined, if not complete in current gist, e.g. to clarify when to use hasJurisdictionOver versus governs.

Personal preference: minimize the number of concepts and keep logic simple, as follows.

GovernmentOrganization (e.g. IRS, Supreme Court, US Government, etc.) with subclass Government

GeoRegion, categorizedBy country, state, province, department, lake, hemisphere, etc.

IntergovernmentalOrganization. (no opinion about TreatyOrganization)

A property that will allow us to say a government governs "a region, the whole region, and nothing but the region". One option might be isTheRegionGovernedBy.
