Improve definition of gist:hasRecipient

Im inclined to agree. The assignment is given to some one or some thing that (could be a person, an org or software or possibly other things but it might only be things with the ability to do something (i.e. agentic).). One way to proceed here is to examine all the examples we have and look for counter-examples, i.e where hasRecipient has wrong meaning.

@uschold I think your comment is about using hasRecipient instead of isAssignmentTo, not on improving the definition of the property. I believe @Jamie-SA and @dbsemantic were going to look at how it is used in our internal systems.
