Create Python language bindings for AGC APIs (written in C) released by Seek Thermal in SDK v4.2.x; the minimum native library version is bumped to `>=4.2` as a result. Ported APIs include: - All HistEQ AGC APIs - All Linear AGC APIs Signed-off-by: Michael Mead <mmead.developer@gmail.com>
