Introduce utility "taxonomy" API endpoints

## Summary

Today, many of the supported enumerable values (supported algorithms in Certificates utility, HTTP methods in Responders utility, available CSP directives in CSP utility etc.) are duplicated both on the server and client sides. It'd be much more convenient to store this "taxonomy" in a single place (server side) and expose API endpoints to retrieve them instead.
