Offlines not appearing on log in until relogging

There's more info in the linked Canny but the tldr is that "requestOfflineMessagesCoro" is not getting reliably triggered on the viewer. Blocking a random person will trigger it.

Logging in knowing that offlines have happened (seeing them via email) to find nothing on log in. Relogging and all offlines appear, notices, drop downs, and IMs. Has been happening for at least a week now.

Viewer was waiting forever for a mute list that never arrived. Added 30s timeout.

Server side should inform viewer about file not existing.

Test plan for viewer changes:

1. Have couple items in block list of Agent A
2. Logout
3. Agen B sends some messages to agent A.
4. Agent A logs back in, make sure offline messages arrive.
5. Have empty block list for Agent A
6. repeat 2-4, make sure offline messages arrive, they might have a 30s delay.

My repro:

1. Log in (RELEASE 7.1.15.15596336374 - 2025.04.01) with my Dan Linden account (I have a block list with 77 entries, a combination of users and objects)
2. Log out. (These first two steps are just to get a clean starting state)
3. Have some other account IM Dan Linden.
4. Wait for the IM to appear in my email (requires IM to email be enabled)
5. Log in with my Dan Linden account.
6. Observe that Communicate > Block list is empty. Observe that the offline IM was not displayed (which is caused by the missing Block list)
7. Log out. Log in again
8. Observe that the Block List and offline IM is loaded.

Log 1 where the Block List and offline IM failed to load on Release viewer: Dan Linden 1 no block list or offline IM SecondLife.log

Log 2 which is the next session and the Block List and offline IM loaded on Release viewer: Dan Linden 2 got block list and offline IM SecondLife.log

This fix for this issue is working for me. Tested on Develop 7.1.14.16486727218 from https://github.com/secondlife/viewer/releases/tag/Second_Life_Develop%23f80d62e6-2025-07-24
The block list and offline IMs are loading every time. Tested 5 times.
