Description

Enable the Land Owners and Property Lines settings in the World > Show menu.
The Land Owner highlights are slightly offset from the actual parcel boundaries.

Reproduction steps

1. Enable the Land Owners and Property Lines settings in the World > Show menu.
2. Observe a location with different parcel types (owned, not owned, group, for sale)

A debt from #1754
But it was a lot less of a shift when I tested it... If there is no 'pbr offset affects ownership overlay' weirdness, this should be realtively easy to fix.

Edit: effect was a lot smaller because it was closer to the '0,0', but shifts gets more notiecable at '256,256'.

Note: A fun chequered pattern can appear briefly on the terrain upon teleporting into a new region with this setting enabled. However, this does not appear to reproduce even after clearing cache.
