Enable PRIM_MEDIA_FIRST_CLICK_INTERACT conditionally in the viewer

What does this feature/enhancement do? Why is it needed?

Allow first click interact to work on Media on a prim surfaces, maybe client viewer controlled

Allow at least clicks on MOAP based huds to work on first click.

Either by using the current existing flag in LSL or by adding a setting to the client.

Personally I would prefer this to be a client setting rather than an lsl one.

If it was to use a client setting I would propose 4 levels:

• 0 = No first click interaction

• 1 = First click interaction on huds Default?

• 2 = First click interaction on my objects

• 3 = First click interactions on any object

This would massively improve the usability of MOAP based huds

Test Plan

Wear a media on a prim hud, click on it and see if first click does anything on the hud, or just focuses it.
