Backport maint-b into 2025.03

Description

We have an archived copy of maint-b that has minimal cross contamination with the old develop branch. We should get this backed ported into 2025.03.

The commit says "Remove HTTP Textures setting in Developer menu" and does exactly that.

None of the issues in the previous comment appear to be in the latest 2025.03 changeset: https://github.com/secondlife/viewer/releases/tag/Second_Life_Release%23d8fa590-2025.03

I haven't found any commits related to secondlife/triage#118 so far.
#912 is in the current develop, so it should appear in 2025.04.
#1073 and #1249 should already be in the current release.

Other commits are in PR #3769.

Also, we might want to double-check #2674 (related to #1644) later.
