Description

Viewers from the Develop branch do not transmit voice on WebRTC regions.

Reproduction steps

1. Install the windows viewer from https://github.com/secondlife/viewer/actions/runs/11526508552
2. Log into a WebRTC region on Agni or Aditi
3. Push the Speak button and speak into the mic.

Observed: No sound waves on this viewer and nothing is heard by nearby viewers.

Expected: I should be able to transmit voice on this viewer as I am able to on the DeltaFPS Release viewer.

Note: This reproduces on a Windows 10 and a Windows 11 machine here.
