Land owners overlay color is the same on the entire region

1. World > Show > Land Owners - regardless of type (e.g., group, for sale, etc.) all owners are colored red.
   
2. Others have reported that an entire region is green or orange or blue.

Expected: Each parcel should correctly show the ownership of the parcel relative to the person viewing it.

Note: World > Show > Property Lines colors are correct.

This is a regression in 7.1.8.9375512768 - Featurettes. This did not reproduce in 7.1.7.8974243247 - Maintenance-X
