Addresses #505. prek is a fast, drop-in replacement for pre-commit that reads the same .pre-commit-config.yaml. - Docs (README, contributing, template_usage): recommend installing and running prek locally; keep pre-commit.ci as the hosted CI service and the pre-commit framework links. - Dev dependencies: use prek instead of pre-commit (generated project and scripts). - Template-internal CI: run prek in test.yml and propagate-pre-commit.yml, and use `uvx --with prek` for cruft create in deploy-instance-repo.yml. - Regenerate the post-gen rich output to show `hatch run prek run`.
