WeDo2: Warn user to download latest Scratch Link in case of connection errors? (In various troubleshooting UI)

WeDo2 extension does not work with Scratch Link API 1.0, it only works with Scratch Link API 1.1 and above. In the case of a user using Scratch Link API 1.0, the error modal might try to give some suggestions, such as:

• Make sure you have the latest Scratch Link
• Make sure Scratch Link is running
• Make sure bluetooth is on
• Check batteries

The WeDo2 landing pages / help pages should also suggest these things.
