Translations of SciPy core project website

Hi team,

I'm working on setting up translation infrastructure for the Scientific Python Community and Communications infrastructure grant from CZI. With support from this grant, Quansight Labs is helping Scientific Python Core Projects develop and publish translations of their brochure websites, like what exists now for https://numpy.org.

I published an FAQ here: https://scientific-python-translations.github.io/faq/, with more information. Please take a look if you're interested and let me know if you have any questions or concerns. If we get consensus to participate, I'll start setting up the translation infrastructure.

As a disclaimer, all of the personnel on this grant are either SciPy maintainers, former maintainers, or members of the triage team, but for the sake of transparency I thought it would be best for me to open an issue so everyone has a chance to make comments if they'd like.

Hi all!

An update on this issue: the SciPy.org is now translated into Portuguese (Brazilian), Spanish and Japanese 🎉

We would like to make these translations available soon. For this, there are two pieces:

1. We need to synchronize translations from Crowdin into this repo. For now, the translations are synced to https://github.com/Scientific-Python-Translations/scipy.org-translations - there is some automation there to make sure translations are updated both ways (when the source files in this repo are changed, and when translations are done in Crowdin).
2. Add a language switcher to scipy.org, to allow for other languages to be selected.

For (1), I will ping @steppi and @goanpeca who can chime in with a plan.

For (2), please check out #617

This set up is very similar to what was done for NumPy.org, and we are happy to adjust the process to make things easier for other folks to review and manage.

EDIT: We also have some (admittedly incomplete) documentation for maintainers in the Scientific Python Translations page where we try to capture the workflow from the point of view of project maintainers.

Hello team! 🙌🏼

Thanks @melissawm for the ping. There is already a setup in place developed by @steppi so that we can trigger manually the creation of a new PR for a given language and I am currently working a bit to automate things better so that when a language reaches a given threshold (~90%) of content translated, we will automatically create a new PR using the @scientificpythontranslations account.

As pointed out by @melissawm the documentation work is in progress but we will try to update it to make is a thorough as possible 🚀
