Create a User Guide

I think it would be great to add (even a very bare-bones) user guide, or possibly just add more references to the algorithms.
I tried to figure out what Tomek and CNN are, and it's pretty tricky using the current references. CNN is explained on wikipedia, Tomek is not, I think.
The original paper on Tomek is pretty painful to read, and it would be nice to spare the user that.

So either having links to more reader-friendly resources or very short descriptions of the algorithms would be nice.

Yep. We should definitely have a User Guide.

I'm very confused. I thought Tomek linkage is this:

so an improvement of CNN, but it clearly is not. hm I think I was confused by your example?
