ENH: add back OS level skipping functionality

These could be notebook metadata level, e.g. notebook contents are not compatible with windows or infrastructure/CI level that are specific for the repo itself. 

So, we should set up ways to show how to use the metadata from the notebook headers, or how to set up ignore files on the script/test runner level to ignore certain notebooks conditionally.
