e.g. pyvo 0.7 has never been released, but 0.7rc1 and 0.7rc2 were, and 0.7rc1 has changelog entries. The checking mechanism should allow some flexibility for historical reasons (e.g. doing a 0.7 5 years after the fact doesn't feel like a good enough solution, neither renaming the section to 0.7 while that tag never made its way to pypi or GH)
