PKG_SYSCONFDIR: `/etc/pkg` -> `/etc/nbpkg`

FreeBSD `pkg(8)` uses `/etc/pkg`, as I confusingly discovered today while trying to actually use `pkg` to install something in a FreeBSD VM.

Move to a unique (as intended) `PKG_SYSCONFDIR`.
