Description

This adds the PGN (Public Goods Network) to the hardhat.config.ts and scaffold.config.ts.

Adds 2 custom chains because PGN is not built into wagmi/chains yet.

Actually in the latest viem version PGN was added in its chains also added it in hardhat.config at #626 🙌
