Description

One more change to nightly builds needed.

Motivation and Context

mono-develp and R are no longer a part of manylinux

Types of changes

• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
• Change in documentation
