2.25 - New features and QoL

This update to fred includes

• validation on crash creation, modification, and usage to resolve silent errors due to match groups not being there to reference (closes Crash response silently errors when missing regex groups #168)
• attaching text attachments of factorygame log crashes for quick reference (closes Repost crashes from debug zips as text file attachments #166)
• updated exampledb.sql for better first-time start
• bumped pgadmin to version 9
• alphabetised and more readable help commands (closes Crash List Alphabetised #164 )
• OCR debugging command (closes OCR debuging command to see what Fred reads from an image #152)
