A plain Astro build omits Mashup's approved media and can replace playable examples with HTML fallbacks. The publisher now requires an explicit complete bundle, verifies clean published-main source, builds the site, matches all public static bytes, excludes operator/private files, and runs the existing approved-receipt MP4/WebVTT guard before using the existing Mashup Pages target.
Validation: seven focused regression tests pass; Ruff check/format pass. The actual recovered complete bundle passes both new static validation and the existing four-asset approval/hash/MP4/WebVTT validation. No generated media, production configuration, credentials, or dependencies changed. The live recovery at source 2615b7c retains all four approved hashes and both players advance on desktop/mobile.
