This PR introduces a runner in the same spirit that exists for the Rust solutions.

I will begin with the 2015 event, but until there exists at least one
solution for a day in 2015, there are no "ok years" yet.
This needs to be further split into solutions for specific parts,
however.
What remains now is specifying what input should be read.
Now everything should be done for us to start implementing solutions.
