Enhance to_pythonstr() API #558
Description
Some parts of the code (such as germ selection) rely on the not-very-often used to_pythonstr() API. This is limited to manipulating circuits that have less than 26 gates (since they are represented as A-Z). We should either extend this or replace it with something more inherently general.
