Randomized Compiling

It would be nice to be able to automatically generate randomized compiled versions of arbitrary experiment designs. The ability to apply randomized compiling to improve performance was explored in this recent work https://arxiv.org/abs/2207.08786.

Initial support for RC has been added with the MCFE module now in 0.9.14. See the open issue #637 for discussion on future plans to generalize this support. Marking as closed.
